CONSTITUTION AND BYLAWS

 

 

Article I. NAME

 

The name of this organization shall be the Flying Eagles Golf Club.

 

Article II. PURPOSES

 

First: To stimulate and promote interest in the game of golf.

 

Second: To promote and foster among its members a closer bond and fraternity for their joint and mutual benefit, and to promote and conserve the best interest and true spirit of the game of golf as embodied in its ancient and honorable traditions.

 

Third: To enforce uniformity in the rules of the game by creating a representative authority.

 

Fourth: To maintain a uniform system of handicapping as set forth in the regulations of the Northern California Golf Association (NCGA).

 

 

Article III. MEMBERSHIP

 

Section 3.01      Membership will be limited to 80 members

 

Section 3.02      Memberships in the Club will be January 1st through December 31st.

 

Section 3.03      The fiscal year for the Club will be January 1st through December 31st.

 

Section 3.04      The annual dues, payable on October 1st and delinquent on December 1st will include yearly club dues plus the annual NCGA membership fee.

 

Section 3.05      All membership fees and dues may be re-established by the Officers of the Club from time to time and in such amounts they deem to be adequate to operate and maintain the Club.

 

Section 3.06      A legal quorum at any meeting shall be twenty-five (25) members present in person or by proxy. Each member in good standing shall be entitled one vote.

 

Article IV. OFFICERS OF THE CLUB

 

Section 4.01      The following Officers will be elected annually during the last three months of the fiscal year:

 

1.                               President & Tournament Chairman

2.                               Handicap and Rules Chairman

3.                               Secretary-Treasurer

 

Section 4.02      The Officers of the Club shall meet at such times and places as they may select and a majority of the Officers shall constitute a quorum at any meeting.

 

Section 4.03      In the case of vacancy through death, resignation or other cause, the remaining Officers, even though less than a quorum, may elect a successor by majority vote to hold office for the unexpired term of the Officer whose place shall be vacant, and until the election of a successor.

 

Article V. TOURNAMENTS & AWARDS

 

Section 5.01      All play will be governed by the U.S.G.A. rules

 

Section 5.02      Tournaments will be organized and run under the guidance and direction of the Tournament Chairman who will appoint one member to act as Co-Chairman for each tournament.

 

Section 5.03      It will be an objective to obtain locations for tournaments in the Bay Area and surrounding counties.

 

Section 5.04      Any member registering for a tournament will be responsible for obtaining a replacement if he/she is unable to participate in the scheduled event.  If replacement cannot be found, he/she will forfeit both the green fee and any outing fee.

 

Section 5.05      It will be Club policy to change foursomes on a rotational basis to ensure play with different members in each tournament.

 

Section 5.06      The title of Club Champion will be awarded to the club member who has the lowest combined net scores of the two pre-defined club championship tournaments. These tournaments will be designated as such at the start of each year by the board. In the event that one club championship tournament is canceled, the tournament following the canceled tournament shall be used in its place. If no more tournaments are scheduled for that year, then the champion will be determined based on the lowest single net score of the single remaining club championship tournament. If no club championship tournaments are held, then no champion will be named for that year. The Club Champion prize will be awarded at the January tournament.

 

Section 5.07      If two or more players have tied at the end of 18 holes, the winner will be determined by reviewing the individual hole scores, beginning at the No. 1 handicap hole and applying the individual’s handicap to each hole.

 

Section 5.08      If 50% or more of the scheduled players in a Club tournament do not complete 18 holes of play, the tournament will be officially cancelled and no prizes will be awarded.

 

Section 5.09      A person is considered a participant in a tournament if the person has signed up for, and paid the tournament entry fees regardless of whether the person actually played in the tournament. Any person who receives a refund of the tournament payment due to inclement weather, failure to appear, injury, or other reason shall be deemed a non-participant in that tournament.

 

Section 5.10      A member of the club is considered “active” if the member has been a participant in 3 of the previous 12 official tournaments. Tournaments played as a guest count toward the 3 tournaments as long as these tournaments were within the 12 tournament time period.

 

Article VI. AMENDMENTS TO BYLAWS

 

Section 6.01      The Officers of the Club shall have power to repeal or amend any of the bylaws, provided that such action shall not be effective until approved by a majority vote of the members of the Club held at a meeting held in accordance with the provisions contained herein.

 

Section 6.02      A club member is eligible to participate in a club qualifier event if the member meets eligibility requirements defined by the NCGA tournament rules and the member is considered active according to Article 5, section 10 at the time of the club qualifier event. These tournaments include, but are not limited to, NCGA Associate Club Championship, NCGA 4-ball Net Championship, and NCGA Net Amateur Championship.
